Home Fire Alarm Devices in Singapore: HFAD rules, placement and upkeep
An HFAD gives early warning of a home fire, but the legal trigger is narrower than many people think. Separate the Fire Code minimum from sensible voluntary protection, then keep every alarm working.
A Home Fire Alarm Device, or HFAD, is there to buy you time. It detects signs of a fire and sounds an alarm so people can respond or leave earlier. It does not prevent a fire, put one out, or call SCDF on its own unless a particular product has a separate connected feature.
The confusing bit is the word "mandatory". HFADs are required in some residential projects, but not retrospectively in every existing Singapore home. This guide separates the legal trigger, the Fire Code minimum and sensible voluntary decisions, then covers what an owner can safely check after installation.
When is an HFAD mandatory in Singapore?
SCDF's official Home Fire Alarm Device page gives the precise trigger. Installation is mandatory for:
- new residential premises; and
- existing residential premises carrying out fire-safety works, where plans are submitted by a Qualified Person (QP) to SCDF or another government agency, such as BCA or HDB, on or after 1 June 2018.
It is not mandatory for an existing residential premise that is not carrying out those fire-safety works. SCDF still strongly encourages existing homeowners to install HFADs for their own safety. In other words, "not caught by this legal trigger" and "not worth having" are very different conclusions.
A voluntary HFAD installation by itself does not require an owner to engage a QP to submit plans to SCDF. If a QP is already submitting plans for other residential fire-safety works, the HFAD locations must be shown on those plans. A general renovation label is not enough to decide it.
What the Fire Code requires from the device
For an installation that must comply with the residential HFAD provision, the controlling source is Fire Code 2023 clause 6.3.6. Do not choose a unit just because a marketplace listing calls it a smoke alarm. The exact model and its supporting documentation matter.
The code-facing requirements include:
- smoke-detection technology, either on its own or in a multi-sensor detector that includes smoke-detection capability;
- indicator lights showing the device's status or condition;
- a temporary Silence/Reset function for false alarms;
- an alarm sounder that meets the applicable accepted standard;
- a Test button for periodic checking;
- either a long-life built-in battery designed to last at least 10 years, with a low-battery alert, or a connection to the household electrical supply;
- detector design complying with EN 14604, AS 3786 or UL 217, together with an accepted product-listing or certification route stated in the clause; and
- interconnection of all devices when two or more HFADs are installed, whether the connection is wired or wireless, so all connected alarms sound when one is triggered.
The built-in battery requirement is a product-design criterion, not a promise that every alarm will remain serviceable for exactly ten years. The manufacturer's marked end-of-life date, status indications and test results still govern replacement. Smart-home links, phone alerts, visual alarms and vibrating pads can be useful optional features, but they do not replace the core detection and alarm requirements.
The minimum number and placement
The code minimum is based on storeys and circulation area, not the number of bedrooms. SCDF uses "circulation area" for common spaces such as a living room, dining room, corridor or staircase landing. It excludes bedrooms, storerooms and bathrooms.

Those are minimums for the applicable code setup. Additional detectors in other spaces are optional enhanced protection, not an extra rule we should quietly invent. For a voluntary layout, consider how closed doors, sleeping areas, household members who may not hear a standard sounder, and the real escape path affect warning. Ask the supplier to mark proposed locations on a floor plan and explain how each device stays within its installation instructions.
Do not solve nuisance alarms by placing the unit somewhere convenient but ineffective. SCDF says HFADs should sit along key escape routes and notes that cooking smoke or burning religious items can cause false alarms when carried out close to a device. Exact ceiling position, clearance from walls, fans or air vents, and unsuitable locations vary by model, so follow that model's instructions rather than copying a neighbour's layout.
A practical buying and handover checklist
Before buying, ask for the exact model number and evidence for the standard and listing claimed. A screenshot with a logo is weaker than traceable product documentation that matches the label on the unit. Check the rest of the system as a complete scope:
- how many devices the floor plan needs under the applicable rule;
- which proposed point is the circulation or escape-route location;
- whether every unit has visible status, Test and Silence/Reset controls;
- the power arrangement and the meaning of each low-battery or fault signal;
- how two or more devices will be interconnected and demonstrated;
- what audible, visual or vibrating alerts suit the people in the home;
- the printed installation, testing, cleaning and end-of-life instructions; and
- who to contact if the alarm repeatedly activates or fails a test.
At handover, keep a simple record of the model, location, installation date, marked end-of-life date and expected indicator patterns. Have the installer demonstrate Test and Silence/Reset without using real smoke or a naked flame. In a multi-device system, confirm the expected interconnection behaviour against the manufacturer's procedure.
Does HFAD installation need an LEW?
Physically mounting a self-contained battery unit is not inherently Licensed Electrical Worker work. It still needs competent fixing: do not drill blindly into concealed electrical wiring, water pipes or a surface that cannot hold the supplied base, and do not alter the device to make it fit.
The boundary changes when fixed wiring is involved. EMA's guidance on engaging Licensed Electrical Workers says electrical work should be carried out or supervised by an LEW, including the installation, repair or modification of electrical wiring. A new mains-fed HFAD point, an altered circuit or a repaired fixed connection belongs on that side of the line. Do not open the distribution board, tap a lighting circuit or hide an improvised power supply above the ceiling.
Do not confuse that worker licence with a contractor-company record. BCA describes its Contractors Registration System as a registry of firms and workheads; ME05 is the Electrical Engineering workhead. It is not an EMA Licensed Electrical Worker licence. For fixed-wiring work, ask who the responsible LEW is and verify that person through EMA's licensing service.
Maintenance is the owner or occupier's job
SCDF's official HFAD FAQ says homeowners and occupiers are responsible for keeping home fire safety provisions, including HFADs, in good working condition. An alarm installed during a renovation is not a set-and-forget fitting.
- Test regularly. Use the Test button at the interval and in the sequence stated by the manufacturer. Tell everyone in the home first, and make sure the sound can be recognised.
- Read the indicators. Do not ignore a chirp, fault light or low-battery signal. Use the model guide to identify it; do not assume every beep means the same thing.
- Keep the sensing path clear. Never paint, cover or tape over the alarm. Clean only by the manufacturer's method and do not spray cleaners or insecticide into it.
- Replace when required. Replace the HFAD at its manufacturer-stated end of life, when it indicates low battery, when it fails the Test function, or when malfunction or contamination means it no longer operates properly. Ask the supplier when unsure.
- Recheck the whole set. After replacement or a layout change, confirm that the required count, escape-route placement and interconnection have not been broken.
What to do when the alarm sounds
Treat an alarm as genuine until you have safely confirmed otherwise. Alert everyone, look for smoke or fire from a safe position and keep a clear way out. If there is a fire, particularly if it is spreading, evacuate and call 995. Do not delay escape to find the source, collect belongings or keep testing the alarm.
Only use Silence/Reset after you are certain there is no emergency. If cooking or altar fumes repeatedly trigger the device, do not remove its battery, cover it or leave it disabled. Ask the supplier to check that it is working correctly and advise on a location farther from the recurring fumes while still preserving correct circulation or escape-route coverage. If it cannot be silenced or keeps activating without an obvious source, treat that as a possible fault or contamination issue and get the unit assessed.
HFAD and RCCB are not the same safety device
An HFAD detects smoke and warns occupants. An RCCB detects electrical leakage and disconnects the protected supply. One does not replace the other, and neither makes unsafe wiring or poor fire habits acceptable. - Confirm whether your project falls under the mandatory trigger.
- Use clause 6.3.6 for the device, count and placement minimums.
- Verify the exact model documentation instead of trusting a generic listing.
- Interconnect all HFADs when two or more are installed.
- Keep the manufacturer's test and replacement instructions with the home records.
- Never disable an alarm to deal with false activations.
- Use an EMA Licensed Electrical Worker whenever fixed wiring is added or altered.
- If an alarm accompanies a fire or spreading smoke, get out and call 995.
That is the useful split: code minimums where the rule applies, informed voluntary protection where it does not, and routine ownership after installation. The device earns its patch of ceiling only if it can detect, sound and be heard when the quiet night suddenly is not.
