HDB renovation permits: what needs approval and how the process works

Your contractor normally submits the permit, but the flat owner remains responsible. Use this checklist to verify the scope, people, notices and working hours before anyone starts.

An HDB renovation permit is not just a form your contractor files in the background. It records approved work at your flat, names the contractor, and sets conditions for how that work is carried out. The contractor usually submits it, but HDB says the flat owner remains responsible for making sure the renovation follows the rules.

The safest approach is to treat “permit needed?” as a work-by-work question. Wall hacking, floor finishes, bathrooms, windows, electrical loading and air-conditioning do not all follow one rule, and a verbal “HDB approved” is not evidence.

Start with the exact scope, not the room name

“Kitchen renovation” is too broad for a permit check. The scope may include cabinet replacement, wall demolition, floor hacking, a relocated sink, gas work, new power points and an aircon change. Each item can sit under a different HDB guideline or regulated trade.

Who is allowed to submit and carry out the renovation?

Under HDB's homeowner renovation guidance, flat owners must engage a contractor listed in the Directory of Renovation Contractors (DRC). HDB also states that contractors must be listed before carrying out renovation in an HDB flat.

Check the legal company name and registration in the directory, then make sure that same contractor is named on the permit and actually controls the work. The registered contractor should not lend its number to an unregistered company.

A DRC listing is not a universal trade licence. HDB's permit application page separately tells homeowners to engage:

  • an EMA Licensed Electrical Worker for electrical work;
  • a BCA-trained air-conditioner installer for aircon installation;
  • a Qualified Person for renovation scopes that require professional certification or supervision; and
  • the specifically approved or licensed contractor required by the window, gas, water or sanitary-work guideline.

How the permit process normally works

1. Freeze a detailed scope

List the proposed work by location and type. Include removals, new construction, floor and wall finishes, fixture relocations, service routes and major equipment. If the plan changes later, ask whether the permit or supporting drawing must be amended before the changed work.

2. Verify the contractor and supporting professionals

Confirm the DRC entry and collect the details of any LEW, Qualified Person, trained installer or other regulated worker needed. Company registrations such as BCA ME05 L1 do not replace an individual electrical worker's EMA licence.

3. Prepare the documents

The registered contractor submits the application electronically on the owner's behalf. HDB says an open utilities account is required before submission. For work such as wall demolition, the contractor may need the flat floor plan marked with the proposal. A Qualified Person may need to prepare or endorse other material for certain scopes.

4. Read the approved permit

Check the address, contractor, approved work and conditions. Do not let work start merely because an application was submitted. Prior approval is required for permit-controlled work, and wall hacking requires HDB's written approval and certified demolition workers.

5. Notify neighbours and display the notice

HDB's current contractor terms and conditions require notices to nearby flats and the HDB Notice of Renovation to be displayed near the unit during the work. The current terms specify at least five days' notice to flats within the stated radius, even when the work itself does not require a permit.

HDB renovation working hours

The current HDB contractor terms distinguish noisy work from other renovation work:

  • Noisy work: 9am to 5pm, Monday to Friday only. This includes wall demolition, removal of floor or wall finishes, tile cutting, and heavy or excessive drilling. It is not allowed on Saturdays, Sundays, public holidays or specified major-holiday eves.
  • Other renovation work: 9am to 6pm on weekdays and Saturdays. No renovation is allowed on Sundays or public holidays.
  • HDB's terms also say the listed noisy work must be completed within three consecutive days.

The permit may contain additional project-specific conditions. Your contractor should plan deliveries, cutting and drilling around those limits rather than apologising to neighbours after the fact.

A permit is not a blank cheque

Approval does not allow a crew to alter structural members, depart from the submitted drawing or ignore product instructions. It also does not guarantee workmanship, price, timing or the quality of your contract. Keep an itemised quotation, drawings, variation approvals, product data, photos before concealment, test records and the final snag list.

For a resale project, align the permit path with the renovation timeline. For a new flat, finish the handover and defect checks before irreversible work hides the original condition.

What changes for a condo or landed home?

An HDB renovation permit does not apply to private property, but that does not mean “no approval.” A condo's MCST or managing agent can require drawings, deposits, contractor insurance, work-hour rules and lift protection. Structural, fire-safety, electrical, gas, water-service and planning requirements still apply according to the scope. Obtain the building's current renovation pack before quoting the programme.

  • Every separately regulated trade has a named responsible person.

  • Variations require written approval before execution.
  • Photos, tests, product details and handover documents are part of the contract.
