Bathroom renovation prices are easy to advertise and surprisingly hard to compare. One quote may include floor and wall hacking, regulated plumbing, a documented wet-area system and new fixtures. Another may be an overlay with owner-supplied fittings. The totals can look close while the work is completely different.

What moves the bathroom renovation quote?

Bathroom area matters, but the work behind the finishes usually matters more. Give every contractor the same proposed plan and fixture schedule, then compare these variables.

A low quote can be perfectly valid for a light scope. The problem is an undefined scope: "full bathroom" does not tell you which walls are tiled, who supplies the sanitary fittings, whether regulated trade work is included, or what happens if the substrate is unsound.

HDB approval comes before wet-area work

HDB's renovation-permit guidance says owners should engage a contractor listed in the Directory of Renovation Contractors (DRC), and that the renovation contractor submits the application. Certain work may also need a Qualified Person. The room name alone does not answer the permit question; the exact hacking, finishes, layout and service changes do.

HDB's current contractor terms require prior approval for permit-controlled work and specify pre-packed material or waterproof screed in wet areas. Flat-specific restrictions and permit conditions can add detail, especially where original floor or wall finishes are involved. Read the approved permit instead of relying on a verbal "HDB can".

What a useful wet-area method statement looks like

Waterproofing is a system, not a boast about a fixed layer count, a success percentage or a fixed number of leak-free years. The useful document is the project-specific method statement tied to the approved scope and the selected product data. It should cover:

  1. Existing condition and limits: what is removed, retained and protected, plus any defect that must be resolved first.
  2. Substrate preparation: cleaning, repairs, level, moisture condition and the base required by the specified system.
  3. Critical details: wall-to-floor junctions, corners, pipe penetrations, kerbs, floor traps and any upturns in the approved detail.
  4. Application: exact primer, membrane or screed product, stated coverage or coat requirement and manufacturer cure intervals.
  5. Inspection and test: who checks the work, what water test or other verification is agreed and whether site or building conditions allow it.
  6. Protection and finishes: how later screed, falls, adhesive, tiles, grout and fixtures avoid damaging the completed system.
  7. Handover evidence: dated photos before concealment, product details, test record, defects process and written warranty terms.

The manufacturer's specification controls the number of coats, thickness, coverage and curing. More advertised "layers" do not rescue poor preparation or incompatible products, and no responsible contractor can promise that a wet area is incapable of leaking.

The regulated trades are separate from the main contractor

A DRC listing lets the renovation contractor handle the HDB renovation scope and submission; it is not every trade licence rolled into one. PUB's plumbing-work guidance says regulated water-service and sanitary plumbing work must be done by a PUB Licensed Plumber. It also distinguishes a limited set of simple plumbing jobs that a handyman may perform.

HDB's permit page separately directs owners to an EMA-licensed electrical worker for electrical work. A bathroom proposal should name who assesses heater loading, fixed wiring, switches, sockets, bonding or protective devices for the actual layout. A company registration or general renovation credential does not replace the responsible worker's licence.

How the 8–18 day sequence is normally built

A project programme should be based on dependencies rather than forcing every bathroom into the same day-by-day script. The usual order is:

  • protect common areas, isolate relevant services and complete only the approved removal;
  • inspect the exposed condition and agree any genuine variation before extra work;
  • complete plumbing and electrical first-fix with the responsible licensed trades;
  • prepare the substrate and install the specified wet-area system, including required cure and verification time;
  • form falls and finish floors and walls without damaging concealed work;
  • install sanitary fittings, heater, lights, accessories, screen or vanity in the agreed sequence;
  • test services, complete sealants and touch-ups, clean, inspect and close the snag list.

Doing both bathrooms in parallel can share labour and deliveries, but it can also leave the home without a usable bathroom. Agree whether work is staggered, which toilet or shower remains available, and the exact safe access rules. If the flat is occupied, temporary washing arrangements are a planning requirement, not an afterthought.
