RCCB requirement in Singapore homes: what changed and what to check now
The grace period is over: every Singapore home must have residual-current protection. Here is the safe way to check yours without opening the DB box.
Singapore's RCCB grace period has ended. The Energy Market Authority (EMA) says every residential premise must have a residual current circuit breaker (RCCB) or earth leakage circuit breaker (ELCB). Homes that did not already have one were given until 1 July 2025 to comply.
This is not a reason to open your distribution board or buy a breaker online. It is a reason to identify the device from the closed panel, test it in the homeowner-safe way EMA describes, and engage a Licensed Electrical Worker (LEW) if anything is missing or uncertain.
What changed, and when?
EMA's current electrical-safety guidance sets out the timeline:
- By 1 July 2023, residential premises were required to have an RCCB or ELCB.
- Homes without one received a two-year grace period to install the protection.
- That grace period ended on 1 July 2025. EMA says homeowners without either device may face a fine of up to $5,000, and random enforcement checks may be conducted.
EMA notes that HDB flats built before 1985 did not originally come with an RCCB or ELCB unless one was added later. That does not mean every older flat lacks protection; it means owners of older, unaltered installations should check rather than assume.
What an RCCB actually does
An RCCB monitors the balance of current flowing through the protected circuit. If current leaks along an unintended path, the device is designed to disconnect the supply quickly and reduce electric-shock risk. Leakage can arise from damaged insulation, exposed or ageing wiring, water ingress, or a faulty appliance.
An RCCB is not the same thing as an MCB. An MCB protects against overcurrent such as overload and short circuit. An RCCB detects residual current but does not replace overcurrent protection. A safe five-minute homeowner check
1. Look at the closed DB box
The distribution board is usually near the entrance or utility area. An RCCB or ELCB is commonly wider than a normal branch breaker and has a button labelled TEST or T. Names and layouts vary, so appearance is only a clue. Do not unscrew the cover, touch conductors or move unlabelled internal parts.
2. Prepare for a brief power interruption
Save computer work and check whether anyone relies on equipment that should not be interrupted. Follow the device label or manufacturer instructions. If the panel is wet, damaged, hot, buzzing or smells burnt, do not test it; keep away and arrange an urgent electrical diagnosis.
3. Press the test button
EMA recommends testing the RCCB once a month. Pressing TEST should make the device trip and disconnect the circuits it protects. After confirming the test, reset it using the normal external handle and restore equipment deliberately.
4. Stop if the result is abnormal
If the device does not trip, cannot be reset, trips again immediately, or shows heat or physical damage, do not repeat the operation. An LEW should inspect and test the installation. Repeatedly forcing a breaker on can re-energise a live fault.
What the TEST button does not prove
A successful button test is useful, but it is not a complete electrical inspection. It does not tell you:
- whether every relevant circuit is routed through the device;
- whether the trip current and type are suitable for the installation;
- whether downstream earthing, insulation and connections are sound;
- whether renovation work bypassed or altered the protection; or
- whether a label accurately describes the circuit it controls.
Coverage deserves particular attention when a flat has had partial upgrading, an old water-heater circuit, undocumented renovations, or a board with mixed generations of protective devices. The correct next step is testing by an LEW, not a DIY continuity check.

What a useful RCCB quote should show
A sound quote identifies the existing arrangement, the reason work is needed, the responsible LEW, device make and specification, circuits included, remedial wiring or enclosure work, labelling, testing, and handover records. It should also separate a focused RCCB installation from a larger rewiring or DB-upgrade scope if the inspection finds other defects.
