HDB: usually inside the kitchen cabinet near the sink, or on the riser pipe in the bathroom. Condo: in the riser cupboard outside your unit.
Until it stops. Water to the whole unit cuts. Tell us if it sticks — older brass valves seize and you might need a wrench.
If the heater is electric and the leak is anywhere near it, kill the dedicated MCB at the DB box. Water + 230V isn't a combination to take chances with.

Why pipes burst in Singapore.
The single most common cause we see — DIY shelf, fan bracket, or aircon install drilled straight into a buried PEX or copper line. Spot the burst near a recent reno? This is probably it.
Push-fit or compression joints that worked loose over years, or a poorly-soldered copper joint giving up under pressure. Often around the water heater, washing machine inlet, or kitchen sink corner.
Fast-closing valves (washing machines, dishwashers, some modern lever taps) create pressure spikes that crack joints or fatigue copper bends over time. The burst is the symptom; the underlying habit is the cause. We can install a water-hammer arrestor downstream of the offending appliance to stop it happening again.
Singapore doesn't freeze, so we never see frost-burst pipes. That eliminates a whole class of causes that plumbers in colder climates deal with. Less reassuring: every burst here is mechanical, age, or impact damage.
