Toilet keeps running in Singapore: causes, safe checks and repair quotes
A silent cistern leak can waste more than 10 litres an hour. Check the symptom without forcing the mechanism, then identify what shapes the repair scope.
A toilet can look idle while water slips continuously from the cistern into the bowl. That silent leak is easy to ignore, but PUB says a leaking flushing cistern can waste more than 10 litres per hour. At that rate the practical fix is not “jiggle the handle for another month”; it is to identify whether the fill side, flush side or an external seal is failing.
You can confirm the symptom without dismantling the toilet. Internal parts and concealed-cistern access are model-specific, while regulated sanitary or water-service work requires a PUB Licensed Plumber.
First, work out where the water is going
Water is flowing into the bowl
Look closely at the back of the bowl several minutes after a flush. A thin stream, ripples or recurring refill noise usually means the cistern is losing water through the flush valve or overflowing because the fill valve does not shut.
The cistern refills by itself every few minutes
This “ghost flush” normally means water level is dropping slowly. The fill valve then opens to replace it. A worn seal, debris on the valve seat or a sticking flush mechanism can create that cycle.
Water is outside the toilet
A wet floor is a different problem. Dry the area, stop using the toilet and observe where moisture first appears. Water at the supply hose, stop valve, cistern joint or base needs prompt attention. If water reaches electrical equipment, keep clear and isolate the affected electricity supply only if you can do so safely from a dry location.
If the bowl level rises or drains slowly after a flush, the problem may be a blockage rather than a running cistern. Do not keep flushing; see the safer next steps on our clogged-drain service page.
Two safe ways to confirm a silent cistern leak
PUB's household leak guidance describes leak-detection tablets for flushing cisterns. Follow the tablet instructions, do not flush, and watch the bowl. Coloured water appearing in the bowl indicates that water is passing from the cistern.
You can also turn off every tap and water-using appliance, then observe the water meter. PUB's tips on finding leaks say a meter that continues to move suggests a leak somewhere in the property. That test does not prove the toilet is the source, so combine it with the bowl and cistern observations.
The most common running-toilet causes
| What you notice | Likely cause | Typical repair direction |
|---|---|---|
| Thin continuous stream into bowl | Worn flush-valve seal or flapper; debris on the seat | Clean the compatible seat or replace the correct seal assembly |
| Water level reaches overflow | Fill valve not shutting or float incorrectly set | Adjust if the model permits, or replace the fill valve |
| Flush button stays low | Sticking button, rod or cable | Free or replace the model-specific actuator without forcing it |
| Cistern cycles on every few minutes | Slow flush-valve leakage | Inspect sealing surface and replace the compatible seal |
| Water appears at toilet base | Pan connector, seal, cistern joint or condensation | Identify the source before removing or resealing the toilet |
Concealed cisterns change the access and parts calculation. A generic “universal” valve may not fit the frame, flush plate or cable system. Send the brand, flush-plate photo and access-opening dimensions before ordering parts or accepting a quote.
What you can check without turning it into a bigger leak
- Make sure an external push button is not physically wedged down.
- Listen for continuous filling and note whether it starts immediately after flushing or returns later.
- Photograph the model label, cistern or flush plate without removing fixed panels.
- If the toilet has an accessible, clearly identified stop valve, close it gently to limit waste while waiting. Do not force a seized valve.
- Keep the toilet out of use if water is escaping onto the floor or the pan feels loose.
Do not keep pushing, bending or tying the float mechanism. Do not apply sealant around the base before finding the source; that can hide an active leak. Do not break open a concealed-cistern wall panel. A small valve repair is much cheaper than damaged access finishes.
What shapes a running-toilet repair quote
SparkFlow's plumbing service is quoted after the symptom, access and likely scope are confirmed. We do not treat one site-wide "from" figure as the repair price for every cistern, pan or toilet replacement. The fault still needs to be identified before the final price is meaningful.
| Quote factor | What the diagnosis must establish | Why it changes the scope |
|---|---|---|
| Fault location | Flush valve, fill valve, supply connection, cistern joint, pan connector or another source | A running cistern and water at the toilet base are different repairs |
| Access | Exposed cistern, service opening or concealed frame and flush plate | Concealed systems can require model-specific access and more time |
| Parts compatibility | Brand, valve model, inlet position, actuator and availability | A generic component may not fit or commission correctly |
| Regulated work | Whether the job stays within PUB's listed simple works or changes regulated water-service or sanitary plumbing | A PUB Licensed Plumber must carry out regulated work |
| Repair or replacement | Condition of the ceramic fixture, frame, connectors, floor and surrounding finishes | Removal, disposal and making good should be separate quote lines |
Ask the quote to state the part brand or compatibility, labour, transport, disposal, access work, testing and workmanship-warranty terms. A starting point is not comparable with an all-in quote unless the scopes match.
When a Licensed Plumber is needed
PUB distinguishes regulated water-service and sanitary work from listed simple plumbing. Its current plumbing-work guidance lists replacing or removing a flushing mechanism, and a flexible hose after the ball valve, as simple water-service works that a handyman may perform. Regulated water-service or sanitary plumbing beyond PUB's listed exceptions must be carried out by a PUB Licensed Plumber.
Ask the contractor to state which category the work falls into and name the Licensed Plumber where one is required. A company saying “PUB licensed” without identifying the responsible individual is not enough to verify the scope.
Book the diagnosis with useful information
Send a short video showing the bowl and refill sound, a photo of the cistern or flush plate, the toilet brand, whether the cistern is exposed or concealed, and where any external water first appears. SparkFlow can use that to narrow the likely toilet-repair scope before attendance and avoid arriving with the wrong valve.
Frequently asked questions
- How do I know whether my toilet cistern is leaking?
- Look for ripples or a thin stream entering the bowl when nobody has flushed. PUB also recommends a leak-detection tablet: place it in the cistern as directed and watch for coloured water in the bowl without flushing. A moving water meter with every fixture off is another warning sign.
- How much water can a leaking toilet waste?
- PUB says a silent flushing-cistern leak can waste more than 10 litres of water per hour. The actual loss depends on the fault, but even a thin, continuous flow is worth repairing promptly because it can run all day without being noticed.
- Can I stop a running toilet myself?
- You can remove anything visibly holding the external flush button down and, if it is accessible and clearly identified, close the toilet's stop valve to limit waste. Do not force a seized valve, dismantle a concealed cistern or improvise parts. A Licensed Plumber should handle regulated sanitary or water-service work.
- What usually causes a toilet to keep running?
- Common causes include a worn flush-valve seal or flapper, a fill valve that does not shut, an incorrectly set or jammed float, a button or cable that holds the flush open, debris on the sealing surface, or water set above the overflow level. Concealed cisterns need model-specific access.
- How much does running-toilet repair cost in Singapore?
- There is no useful one-price answer before the fault and access are confirmed. The written quote should state the cistern type, compatible parts, labour, regulated-work requirements, related damage and whether repair or replacement is appropriate.
